Installed power capacity reached 31,556.43 MW up to December 2025, from 27,283.83 MW nine months earlier in March. Wind and solar together are 45.36 per cent of it, which is the single figure this chapter is built around and the one RPSC is most likely to set.

One caution governs almost every number here. The Review reports this chapter "up to December 2025" or "up to November 2025" throughout, so most of what follows is a nine-month or eight-month position, not a year. Each is labelled where it appears, and none has been annualised.

Three readings of the table earn marks.

Wind and solar are 45.36 per cent of installed capacity. 4,416.12 MW of wind and 9,898.00 MW of solar against a total of 31,556.43 MW, and the Review states the percentage itself rather than leaving it to be computed.

Solar has more than tripled in four years while wind has barely moved. Solar rose from 3,057.60 MW to 9,898.00 MW; wind from 3,734.10 to 4,416.12. Solar overtook wind during 2023-24 and is now more than double it. Anyone still describing Rajasthan's renewables as wind-led is four years out of date.

State-owned capacity has been flat for five years, at about 9,450 MW, and actually fell slightly when 3 MW of gas went off the books. All of the growth is in the third block, which is the renewable and private category. The state's own generation share is shrinking as a proportion even though the state's capacity is growing.

Total capacity grew at a 5.55 per cent CAGR from 2020-21 to 2024-25, and state thermal capacity from state-owned projects stands at 7,830 MW.

The long comparison is the quotable one. The EHV network has grown from 36,079 circuit km in March 2017 to 45,933.315 circuit km up to December 2025, which the Review states as a 27.31 per cent increase over 2016-17.

On the smart-grid side, the Rajasthan Vidyut Prasaran Nigam's Smart Transmission Network and Asset Management System has completed 14,320 km of OPGW on transmission lines, communication at 552 substation locations, and three command and control centres, with data integrated from 535 substations and 20 generating plants.

Private participation in transmission is a small but asked list. Maintenance of 245 grid sub-stations at 132 KV is with the private sector, saving about ₹45 lakh per sub-station a year. 400 KV sub-stations at Alwar and Deedwana were built on PPP mode, and two viability-gap-funded lines, Bikaner-Sikar and Suratgarh-Bikaner, both 400 KV double circuit, have been commissioned.

Read the three columns against each other and the losses become visible. In 2024-25, 11,770.00 entered the system, 10,735.55 reached the distribution network and 9,200.80 was sold. That is about 91 per cent surviving to the network and about 78 per cent reaching a paying consumer, so roughly a fifth is lost between purchase and sale. The gap has narrowed slowly across the series and it is the standard measure of distribution performance.

Rural electrification, up to December 2025. 43,965 villages electrified, along with 1.14 lakh dhanis and 111.15 lakh rural households.

Agriculture is where the money goes. 70,566 agricultural connections were released in 2025-26 up to December, and a tariff subsidy of ₹14,612.19 crore was provided to farmers in 2025-26 up to November. That is an eight-month subsidy figure and is larger than several full departmental budgets.

About 482 MW is installed against 5,250 MW approved, which is under a tenth. Approved capacity is not installed capacity, and this is the clearest example on the site of why that distinction matters.

The tariffs are quotable. RERC approved a ceiling pre-fixed levelised tariff of ₹3.14 per kWh for Phase-I, against a lowest discovered tariff of ₹2.79, and ₹3.04 per kWh for the revised Phase-II. Implementation moved from RRECL to the Rajasthan Discoms on 23 July 2024, and MNRE extended the Phase-I commissioning deadline to 31 December 2025 by an order of 16 September 2025.

Component C is feeder-level solarisation, installing plants near sub-stations to meet the annual requirement of segregated agriculture feeders, with central financial assistance of 30 per cent of project cost in capital-expenditure mode.

The differences are one kilometre and the printed figures are retained rather than corrected, because they are the ones a paper would use.

Three headline numbers sit around that table.

The network has grown from 13,553 km in 1949 to 3.35 lakh km in March 2025. Road density is 97.97 km per 100 sq km, and 91.68 per cent of villages, being 39,666 villages, are connected by road up to March 2025.

Village roads are 64 per cent of the entire network at 2,16,144 km, and they are also where the unsurfaced length sits: almost all of the state's 42,226 km of gravelled road is village road. Public Works Department maintains 1.97 lakh km of the 3.35 lakh km total.

Of 47 national highway works, 26 are complete, 17 remain in progress with a target of June 2026, and 4 have been terminated.

Against the full programme, ₹6,251 crore had been spent up to November 2025 out of ₹17,383.81 crore allocated, within a Rajasthan Road Development and Maintenance Programme of more than ₹60,000 crore over five years.

PMGSY-III is the largest single rural line. 8,662.50 km selected for upgradation, 8,658.35 km approved by the Ministry of Rural Development at ₹5,174.06 crore, and 8,560.07 km upgraded at ₹4,064.08 crore up to December 2025. This one is very nearly finished, unlike most figures on this page.

Ring roads are a 2025-26 Budget announcement for 15 cities. Jodhpur Ring Road packages I and II, 30 km, are complete. Kotputli is under construction; Sikar is in land acquisition; DPRs are ready for Deeg, Pratapgarh, Balotra and Karauli; Hanumangarh and Tonk are in DPR preparation; and Jhalawar, Dungarpur, Sirohi, Jalore, Barmer, Jaisalmer and Banswara are approved. Approved is not under construction, and the Review distinguishes the stages.


6. Road transport and vehicles

RSRTC up to December 2025 operates a fleet of 3,423 buses, self-owned and hired together. It runs 2,968 buses daily over 2,025 routes, covering 12.46 lakh km a day and carrying 7.27 lakh passengers a day.

The concession figures are current-affairs material and are dated. Free travel was given to 7.50 lakh women on Women's Day and 16.03 lakh on Raksha Bandhan, and to 102.87 lakh candidates travelling for competitive examinations and interviews up to December 2025.


7. Railways, aviation, posts and telecom

On the railways, the datable items matter more than the descriptions. 103 Amrit Bharat stations were inaugurated nationally on 22 May 2025 by video conference from Deshnok, and the North Western Railway stations among them were Fatehpur Shekhawati, Rajgarh, Mandi Dabwali, Gogamedi and Deshnok. The first Amrit Bharat train of the North Western Railway ran between Madar Junction and Darbhanga in October 2025, and the Swarn Nagari Express from Jaisalmer to Delhi (Shakur Basti) was flagged off on 29 November 2025.

Automatic signalling covers 256 route km of the North Western Railway network, of which 82 km was completed during 2025-26, and double distant signalling has been provided at 75 stations.

The Rajasthan Civil Aviation Policy, 2024 sits under the National Civil Aviation Policy, 2016. Its first-phase commitments are a list worth holding: upgradation of Uttarlai and Udaipur airports; night-flight equipment at Chakchainpura (Sawai Madhopur), Nagaur, Hamirgarh (Bhilwara), Abu Road (Sirohi) and Lalgarh Jatan (Sri Ganganagar); city-side development at Jaipur; a new airport at Kota with the Airports Authority of India; and a cargo complex at Jaipur.

Rural post offices are 94.5 per cent of the total, which is the structural fact about the network. Wireline is under 2 per cent of telecom subscribers, so the state's connectivity is effectively wireless.


8. Nowadays — what changed in 2026

The capacity figure moved during the year the Review covers

Installed capacity rose from 27,283.83 MW in March 2025 to 31,556.43 MW by December 2025, an addition of about 4,273 MW in nine months, and almost all of it solar. Solar capacity rose from 6,256.92 MW to 9,898.00 MW in the same period. Any figure below 31,556 MW is out of date, and a figure of about 27,000 MW is the March-2025 position rather than the current one.

What has not changed

The Economic Review 2025-26 is still the current edition, published with the Budget of 2026-27 on 11 February 2026. No newer infrastructure figures have been published, and the December-2025 and November-2025 cut-offs on this page are the latest the state has released.

Wind capacity has not moved since 2024-25, standing at 4,416.12 MW in both the 2024-25 and the December-2025 columns. The growth in renewables is entirely solar.

State-owned generation capacity is unchanged at 9,447.79 MW and has been within 3 MW of that figure for four years.

PM-KUSUM's approved capacity of 5,250 MW is unchanged, and installation remains under a tenth of it.

1. Every figure on this page carries its own cut-off, and they are not the same. Installed capacity, transmission, rural electrification and most scheme progress run to December 2025. Consumer numbers run to November 2025 and are marked tentative in the source. Energy flows run to September 2025. The road length table is up to March 2025. No part-year figure has been annualised or compared against a full year.

2. One table is reproduced despite an inconsistency in the source, and the inconsistency is stated. Table 7.8's Other District Roads row prints 72,822 km while its four components sum to 72,823, and the Metal and Gravelled column totals are each a kilometre short of their columns. This was confirmed by rendering the page as an image rather than inferred from text extraction. The printed figures are retained because they are the ones an examiner would use.

3. One unit is genuinely ambiguous in the source and has not been resolved. Table 7.4 carries the unit line "₹ In Crore" while its column headings describe energy purchased, available and sold. None is a published figure and none is presented as one.
