This is the one unit of the RAS syllabus where the examiner and the source agree on the document. The Economy of Rajasthan is examined out of the Economic Review and the State Budget, and RPSC asks those numbers directly and by figure — a growth rate, a per capita income, a deficit, a scheme's outlay.

Three rules govern every page in this unit.

Every figure carries its estimate stage, not merely its year. The same year appears as an Advance Estimate, then a First Revised Estimate, then a Second Revised Estimate, and the three are different numbers. A GSDP figure quoted without saying which stage it belongs to cannot be checked, and will be wrong within a year.

Budget Estimates are intentions and Revised Estimates are not results either. A Budget Estimate is what the state proposed to spend; a Revised Estimate is what it now expects; the Accounts are what happened. This unit labels which of the three it is quoting, every time.

Where a figure is nine months old, the page says so. The Review reports much of its scheme progress "up to December", which is three quarters of a year. Comparing a nine-month achievement against an annual target is the commonest way to misread this document, and the pages here refuse to do it.
