Etymology
The term 'dark web' emerged in the early 2010s as a journalistic and policy shorthand to distinguish anonymised, unlisted network spaces from the open internet. The underlying Tor network was developed by the US Naval Research Laboratory in the mid-1990s for anonymous communications, then released for public use in 2002.
